O Observatório Social (OS) foi tema de reunião realizada na Associação Comercial Industrial e de Serviços – ACIVI, na última terça-feira, dia 22, em que foi apresentada a proposta para diversas entidades representativas. O Observatório Social é uma organização não governamental que tem por objetivo auxiliar a sociedade na fiscalização das ações realizadas pelos órgãos públicos. O presidente da ACIVI, Altair Cantini, destacou que a criação do OS para o município irá trazer maior credibilidade e o tornará mais competitivo. “Caso seja constatado algum erro ou ato de má-fé, envolvendo os recursos públicos, a prefeitura será comunicada no intuito de corrigir a situação. O objetivo é atender a todas as licitações, desde o edital até a formalização do contrato. Enganos podem ocorrer, por isso queremos agir preventivamente”, salienta. Atualmente, órgãos de Controle Social, entidades representativas (sociais e empresariais) grupos sociais organizados, investidores sociais e membros da sociedade civil poderão participar do Observatório como forma de auxiliar a gestão da cidade na correta aplicação dos recursos que vêm dos impostos. O erro mais comum encontrado nas licitações, de acordo com o coordenador do OS Regional, Pedro Gabil, é o sobrepreço. “Por vezes, as próprias empresas, ao serem requisitadas por uma prefeitura, já colocam o preço mais alto, acima de mercado. Em alguns casos, a situação passa despercebida pela administração pública. Nesse sentido, o Observatório verifica se não há direcionamento nas licitações, se a compra condiz, de fato, com as necessidades da cidade, e se os valores dos produtos estão ou não compatíveis com os preços praticados no mercado”, disse Altair. O prefeito, André Pacheco, falou que a Prefeitura difere de uma empresa. “Uma empresa visa o lucro e o Poder Público busca a ação social”, disse. Pacheco enfatizou a alegria em ver os dados positivos da Prefeitura junto ao Tribunal de Contas. “Por sinal, em setembro, o Tribunal de Contas irá fazer uma palestra aqui na cidade, o que trará maior transparência para as ações públicas. Acredito que o Observatório Social agregará valor e dará clareza aos atos públicos, respeitando o dinheiro público.”
